Substance abuse is a factor in at least 75% of all foster care placements and foster youth are at a higher risk of illegal drug use than children not in the system. It is important for foster parents to be aware of causes and symptoms of drug use and be able to identify various drugs currently in use. A drug identification booklet will be provided.
